I think anyone can use this.
The hardness is 35 degrees, one less than Tenergy, which is called medium hardness and is generally said to be
a hardness that makes a wide range of techniques easy.
For drives, I think it's stable if you sink the ball into the sponge and hit.
Beginners can use this rubber to get a feel for generating spin, I think.
Also, blocks and counters against strong-spin drives from intermediate and above players are
very easy to do.
I really think this is a rubber for getting stronger.

The tackiness doesn't feel all that strong, but compared to a regular inverted rubber, you can definitely tell it grips the ball better.
Thanks to that, it puts a lot of spin on the ball.
It doesn't bounce all that much, so you can put full power into your serve spin, and the short game is easy to play too.
The drive gets plenty of spin as well.
And the drive draws that arc unique to Hurricane rubbers, which opponents really hate.

Here are my impressions from trying this out on a friend's blade.
Topspin drive: gets great spin.
Serve/push: it bounces a lot, so if you're not careful the ball can fly off. But
if you hit it so the ball sinks into the sponge, you get good spin.
Block: really easy to do. You can hit with confidence when the ball makes contact,

It really comes down to one thing: blocking is easy with this rubber.
Ever since a friend of mine switched to this rubber, my loop drives stopped working on him at all.
Because it's so bouncy, he says it's easy to aim your blocks and to counter too.
When I tried it myself, I was blown away by how easy blocking was.

This is the blade Harimoto and Ishikawa use, and it's easy to see why
Drives in particular are easy to hit, letting you combine spin and speed
The spin is both strong and easy to generate, so you can produce high-quality serves and pushes
