I'm writing my impressions from trying this out on a friend's racket
Topspin drive: generates plenty of spin
Serve/push: it bounces a lot, so if you're not careful the ball flies off the table
but if you hit so the ball sinks into the sponge, you get a lot of spin
Block: genuinely easy to do. When the ball hits the rubber you can hit with confidence

Since it's a soft rubber, your play becomes more consistent Also, it's easy to put spin on, so
I'd recommend it for learning and solidifying technique too

The tackiness doesn't feel all that strong, but it bites better than tension-type inverted rubbers.
It doesn't bounce all that much, so you can put full power into your serve spin, and the short game is easy too.
The drive gets plenty of spin as well.
And the drive has that nasty quality unique to Hurricane rubbers.

Pair it with a soft rubber and the feel is great; pair it with a hard rubber and you need more swing speed, but you get more power.
