These are my impressions after borrowing a friend's and trying it out.
It's well balanced, and you can play really well with it whether you use a Chinese penhold grip or a shakehand grip!

I'd recommend this for beginners.
As a beginner blade the bounce and spin are more than enough, and I think even intermediate-and-up players could still use it just fine.

This is a great first blade for starting table tennis. It doesn't have much bounce, but with high-elasticity rubber on both sides it's perfect for building the basics. I'd recommend building your fundamentals with this blade before moving on to a 7-ply or carbon blade and different rubbers.

I currently have Hurricane on it, and the compatibility is excellent. The soft feel of this blade matches nicely with Hurricane's slightly firmer feel. I've got P1 on the backhand side, and backhand topspin drives from mid-distance are amazing. I'd recommend it to intermediate players too!
