I heard this rubber had come out, bought it, and I'm using it thick on my forehand. After 2-3 hours of test hitting, I'd say it's a rubber that handles every technique pretty competently. You can get quite a high level of speed and spin out of it. Since it doesn't bounce like crazy, counters and blocks are also easy to do. On the other hand, I didn't feel it had any particularly standout characteristic. The sponge felt a bit softer than other manufacturers' rubbers of the same hardness rating, and it really seemed to grip the ball well. I think it's a rubber that's plenty usable even for beginners or people who aren't confident in their arm strength.

1. It really does feel like Tenergy 05! The top sheet is softer than MX-P and the sponge has more give, which makes it feel more like Tenergy 05. That said, I think Tenergy 05 still has the edge in maximum spin. 2. The arc goes up more! Playing against backspin is easier! 3. It's similar, but flat hitting is easier than with Tenergy 05!
My impression is that it's an evolution of MX-P for the plastic ball era, and also a budget version. The Quantum has a thinner, softer top sheet and a thicker sponge, so the ball sinks in nicely, it's easy to handle, and spin grabs well too. Being easy to handle, though, I felt the Quantum tends to slide more.
This applies to Tibhar rubbers in general, but compared to Tenergy, the spin performance is a bit lower, and in exchange, flat hitting is easier — I think that's the defining trait.
Tenergy is really a rubber built for topspin drives, whereas with Quantum or MX-P, flat hits, smashes, angled shots, and backhand techniques are easier to pull off.

It's made in Germany, but the feel on contact seems close to that of Japanese-made rubbers. Compared to the Evolution series, the topsheet doesn't feel quite as tough, but it holds the ball well, and I think the lifespan is on the longer side.

Spin bites easily, topspin drives are easy to hit, backhand drives come easily too, and it holds its own in rallies without losing out.

It really feels like "the" stable, consistent rubber. Personally, I found it easier to use on the backhand.

This rubber comes in a lot of varieties, and the pips looked lively and had a nice appearance. Every aspect of its performance was good, and it was soft and easy to use!!!!

The performance was just right for an intermediate player like me.
Overall it's on the "slightly above average" side, but personally it felt a bit more speed-oriented to me.
You can hit normal topspin drives with it fine, but the arc is a little on the low side, and since it's not a rubber that generates spin automatically, I don't think it suits players whose style is to muscle through with sheer spin.
Smashes, pushes, flicks, and similar shots are easy to pull off, and they go in with a satisfying "crack!" sound, driving straight into the table - it feels great.
For countering, meeting the ball flat on the counter is excellent.
I'd recommend it to intermediate players who hit some drives but rely on the smash as their finishing shot.
