The sponge and topsheet are hard. Tackiness is, surprisingly, almost nonexistent (it's got a glossy shine and looks stupidly clean).
It doesn't come pre-tackified, but it still bounces plenty. Drives get a nice arc, with some character to them. The topsheet bites like crazy. Hitting into backspin, the ball never drops off. The stability in the short game is insane. I used it for five months practicing five days a week. I've since switched, but it wasn't dead yet. It's also totally fine to put on your backhand.
DHS ones run from about 9,000 yen, and the Nittaku version from about 13,000 yen, but considering the lifespan, the value for money is pretty good. Hurricane users should give this a try at least once. The difference from Provincial Hurricane is the surface durability - it's completely different.All Speed Spin Control Hardness Hard
