I put this on my Ovtcharov Innerforce with a flared handle and gave it a try.
First off, as you'd expect, it generates a ton of spin. When you brush the ball, it comes out with an insane amount of spin and traces a real arc through the air. It's impressive that you can get that much of an arc even on a blade as flat-hitting as the Ovtcharov Innerforce. I felt completely like Ma Long, totally absorbed in hitting. Also, it surprisingly seems to produce good speed. Smashes felt great too — an easy 120 points for this rubber.All Speed Spin Control Hardness Little hard

The sponge and topsheet are hard. Tackiness is, surprisingly, almost nonexistent (it's got a glossy shine and looks stupidly clean).
It doesn't come pre-tackified, but it still bounces plenty. Drives get a nice arc, with some character to them. The topsheet bites like crazy. Hitting into backspin, the ball never drops off. The stability in the short game is insane. I used it for five months practicing five days a week. I've since switched, but it wasn't dead yet. It's also totally fine to put on your backhand.
DHS ones run from about 9,000 yen, and the Nittaku version from about 13,000 yen, but considering the lifespan, the value for money is pretty good. Hurricane users should give this a try at least once. The difference from Provincial Hurricane is the surface durability - it's completely different.All Speed Spin Control Hardness Hard

This rubber has amazing tackiness - even on serves, just a little brushing generates a tremendous amount of spin, and I was able to get service aces with it. As for speed, it's decent, and I felt it's a rubber where you have to generate the power yourself, but in exchange, the control and the spin I mentioned earlier are tremendous, so even though it's expensive, I'd recommend it to anyone who wants more spin than what their current rubber gives them.

This isn't sold by Nittaku, but I bought one with the same hardness and thickness, so I'm reviewing it here.
I originally used tacky rubber, then switched to light-tack rubber, and have now gone back to tacky again - the ball-holding feel is overwhelmingly good. The topsheet is also a bit harder compared to recent light-tack rubbers, which makes it easy to snap the ball off and makes flicks easy to do.
In the short game, you can play without worrying too much about keeping the ball controlled, so it goes in even when you're tense or tightening up. Also, when used on the backhand, it grips the ball well, so chiquitas and serves are easy too.
It's labeled 42.5, but that seems to be the Japanese-style rating - the back of the rubber says 39 degrees. The harder your impact, the more spin you get, which is exactly what you'd expect from a national-grade Hurricane rubber.
If you want more powerful shots, or want to blast through like a tension rubber, a harder tacky rubber in the 41-42 degree range would suit you better. This one is recommended for players who like to smash the ball to pieces or who stay close to the table. If you want to use tacky rubber outside of that, Provincial Hurricane would be easier to handle.All Speed Spin Control Hardness Little hard

I'm a chopper using inverted rubber on one side and pips on the other.
If you take proper care of it, the rubber lasts quite a long time (this is on a totally different level from NEO3).
I used it for six months with no problems.
To cut to the conclusion:
Chops stay on the table, bite hard, and knuckleballs are easy to produce - it's absolutely fantastic!
Pushes also spin automatically and fly proportionally to however much power you put into them.
That said... this is probably just because I'm not used to tacky rubber, but when attacking, if I couldn't get into a proper stance, the ball would slip or sail long, which made things difficult.
For anyone considering it, take this as a reference.

You can send the ball exactly where you want it to go. It has the highest amount of spin of any rubber I've used so far, and the sense of speed is hardly believable for a tacky rubber. The feel on contact is a bit close to Dignics 09c.
That said, it's expensive enough that my friend and I had to split the cost to buy it, so there's absolutely no way a student could afford it on their own. The lifespan isn't short, but it's around six months, give or take.All Speed Spin Control Hardness Little hard
