They say a "speed-oriented short pips rubber with reduced slip" is called a "balance-type" rubber, and this one is probably the top of the balance-type category.
Among balance-type rubbers, many — like the Spectol Red, Flare Storm 2, Impartial XB, and Hammond FA Speed — tend to produce knuckle balls less easily, but this one produces them more easily than short pips rubbers in general.
Even so, the spin performance is still decent. Bounce and ball release speed are more than enough.

I use short pips with Japanese penhold.
Until recently I was using the VO101, but I wanted more spin on my serves, so I switched to the VO103.
My impression: it's really easy to use. Even though it's vertically grained, serves still get spin on them, and blocks and flat hits turn into knuckle balls. In the short game, stops sit short nicely, and if you cut a push properly it bites in deep. That said, I also got the sense that someone coming from the VO102 might find it a bit harder to use. The VO102 generates more spin, and flat hits turn into knuckle balls too if you use correct form. If you're moving from the VO102 to the VO103, I think you'll feel like the spin has dropped a lot and all you've gained is more knuckle balls.
I wouldn't really recommend it to current VO102 users, but for penhold short-pips players, or people looking to move on from the VO101, I think it's a really good rubber.All Speed Spin Control Hardness Little hard

Short pips rubbers are really difficult — unlike inverted rubber, I don't think a good rubber is just one with higher bounce, speed, and spin numbers.
With that in mind, I felt this rubber has high overall quality, with a great balance of speed, knuckle effect, control, and spin.
The best thing about this rubber is that, because the sponge is on the firmer side, the short game stays steady and both offense and defense feel consistent.Especially recommended for men's shakehand backhands. I'll be sticking with this one for a while.

I used the 1.8 on my backhand. I switched over from the Moristo. At first I paired it with the Innerforce Layer ALC, and it felt like it didn't travel as far as the Moristo. Because of that, it produces knuckle balls very easily, and blocking felt easy too. That said, I felt it fell a bit short of the Moristo on offense. However, when paired with VICTAS's Quartet SFC, the balance between offense and defense was great, and drives were easy too — I was satisfied.

I switched over from the 102. I gave up on the 101 after just one practice session. Blocking is really easy with the 103. It naturally produces knuckle balls. Personally I don't get the impression that it's that slippery. If you ask me whether it leans toward the 101 or the 102, the ball quality felt closer to the 101 to me, though VICTAS themselves say it leans toward the 102. It's true that it flicks off well, and if you brush it, spin bites, so I can see the 102 side of it too. Right when I hit it, it felt kind of mushy and I thought "this isn't it...", but for some reason I get one more ball in than usual, so I'll keep using it for a while. It might really be a rubber that sits right between the 101 and 102 — the best of both, or if you want to put it negatively, not that distinctive.

I usually use vertically-grained tension short pips, so after seeing the reviews online once this came out, I bought it. After using the 1.8 for about a month, my impression is this: the maker's concept says it's between the 101 and the 102, but because of the vertical grain, it felt closer to the 101 to me. It's a bit harder than the 101, but when you get good grip on the ball on a hard hit, you can ace your opponent clean. On blocks and in rallies it naturally produces knuckle balls that opponents hate to receive. The 2.0 gets a little heavy. If you know how to generate spin with short pips, you can get spin out of it too. It's not suited for short-pips beginners, but it's great for intermediate-and-above short pips players who want to attack using knuckle balls. As a side note, coaches in the Japan League use it too.

I switched to this rubber from the Impartial XS, and honestly, I think I changed too much at once. They're completely different types, and I couldn't generate spin or do a proper push — though when the ball does go in, it really does turn into a knuckle ball.
Receiving was also difficult, and I decided it wasn't for me, so I switched again in less than a week.
