I'm making a comeback after 30 years away.
I'm new to tension rubbers, and my sense of the game is outdated, so please bear with me.
My first impression of Vega Europe was "gentle!" Both the topsheet and sponge are soft, and when you hit the ball you can feel it squish right into the rubber. It's like the rubber gently grabs the ball as it sinks in, then softly sends it off.
At the very least, this isn't a rubber where the ball smacks against it and rockets off.
The stability and control are good, so I think it's a perfect fit for beginners who care about spin and are struggling to pick a backhand rubber.
That said, when it comes to high-performance rubbers around the ¥4,000 price point, XIOM alone has several within the VEGA line, and if you count other brands too, it's a crowded field.
Looking at reviews in this price range, each one seems to have its own slightly different character.

If you're someone who hasn't bought a tension rubber because everyone uses them but they seem expensive, you should start with Vega Europe.
It's a warm, approachable rubber that clearly teaches you the basics of what tension rubbers are about.

The best thing about it is the control. I used it on my forehand, and the topspin drive grips the ball nicely and you can get good speed if you swing hard, but I actually think it's better used on the backhand than the forehand — since it's more stable there.

The sponge hardness is 42.5, so the control is good, but when I tried hitting topspin drives it felt like the ball sank in a bit too much because it's so soft. That's just how it is with a soft rubber, but I also didn't get that sharp "click" feel you get serving with a rubber that really grips the ball, so I don't think the spin is all that strong either. The control performance is very high, but I think the quality of the ball itself suffers.

I used this in my second year of junior high. The speed wasn't much, but it grips the ball easily and above all it's easy to use. The low price is a big plus too.

Every technique is as easy to pull off as it is with Rozena. But when it comes to putting spin on the ball, this Vega Europe is actually easier. The best thing about this Vega Europe is how good the control is. I'd really recommend this rubber to beginners. Pushes and blocks are also really easy to do! Smashes land consistently too, so it's genuinely a great pick for beginners. It's not just for beginners either — I'd recommend it to anyone looking for stability. By the way, I think it's also good for choppers.

This is a rubber I'd really recommend for choppers! If I'm a chopper and can't decide on a rubber, Vega Europe is the first thing I'd put on. The reason is that even though it doesn't spin as much as Tenergy or Omega, it has exactly what a player between beginner and intermediate level needs.
Things I'd highlight
First, chopping is really easy to do, and in my experience the chops come out with quite a lot of spin.
Second, even though it's marketed for offense, it doesn't have much bounce, so it's easy to attack straight out of a chop.
Third, serves and pushes are easy to do
