I normally use an ALC blade, and it always flew too fast to control, but switching to the Jun Mizutani ZLC made it much easier to handle!
In terms of ease of control:
ZLC > ALC > Super ZLC
Also, like Mizutani himself, I feel like Tenergy 80 or Dignics 80 suit it best.
Lobbing and countering away from the table, topspin drives from close-to-mid distance - I'd recommend this for all-round players who found ALC too fast for them, or for players moving up from a plywood blade! It doesn't have as much of that "crazy flying" feel people often talk about. If you've been using an outer carbon blade like ALC, you should be able to use this without much of an adjustment. If you're switching from an inner ZLC, you might notice the extra bounce.
The biggest feature is the "feel." To put it negatively, it's "hard." To put it positively, it's a "crisp, refreshing snap." If you're someone who likes a vague sense of wood feel and flex, you might prefer the outer ZLC - an outer ALC still gives a fair bit of shock to your hand. The outer wood layer being soft, and the total thickness being a touch thin, do a good job of offsetting the hardness of the ZLC. If your stops don't stop, your serves pop off the blade, or you can't get spin on the ball - that comes down to skill, not the blade.
Thanks to that crisp, refreshing snap, I think this would suit not only hardcore loop drivers but also close-to-the-table quick-attack players who like a good tempo and aim for gaps. It could also work well for seniors or women who lack power and want the blade to make up for speed - by lowering the rubber thickness you can bring down the total weight, which might give you a blade with a good tempo and a weight that's easy on the arm.
Personally, I especially like the feel on the backhand side. To soften up that hard sensation, going one level softer with Tenergy 80 on both sides is probably the smart, ideal rubber choice. (You might get an easier grip on the ball that way.)

Hi, I'm a current junior high player.
This Jun Mizutani ZLC is perfect lol
It's an outer blade but has an inner-like feel.
I think Nittaku rubbers pair especially well with this blade -
things like Hurricane Turbo Blue, G1, and so on ("planning to try Kage next")
If you want to attack with spin, mid-distance is good.
I only lob and drive, so I'm mostly playing away from the table, but it's a bit tough to hit close to the table lol
Tacky rubber is best, especially the Hurricane series.

The first time I used it, it flew too much and nothing went in, but once I got used to it, it turned out to be a really great blade. It's just a bit hard to control, so I felt it paired well with softer rubbers. It's a bit pricey, but I don't think you'll regret buying it.
(Note) There are counterfeits out there. It has "Jun Mizutani" printed in roman letters, but if the color is dark black, it's a fake. If you're buying online, use somewhere like Takkyu Navi or a table tennis shop, and if you're buying in a physical store, rather than grabbing one off the shelf, have them order it in for you - that way you can avoid ending up with a fake.

It's an outer ZLC blade, but it has this strange feel where it holds the ball even though the ball leaves the blade quickly. And what really stands out is how easy it is to play the short game. It's very easy to stop the ball. Stop, push, flick, chiquita - all of them are easy to do. Hit it hard and the ball jumps off fast, but with a soft touch it grips the ball, so it's a blade that makes it easy to create sharp contrasts in your play.

I'd often heard that ZLC material is on the harder side, but when hitting a topspin drive the blade flexed nicely and felt fairly soft to me. When the feel is good, it gives you confidence in your play and lets you swing with peace of mind - this was the least stressful blade I've used out of all the ones I've owned. I used the FL grip this time, and it wasn't too thick or too thin, so it was easy to hold and switching between forehand and backhand felt very comfortable.
As expected, Butterfly blades pair really well with the Tenergy series, and personally I felt the Jun Mizutani paired best of all with it.Overall Speed Spin Control Touch Hardness Little soft

I used to use the Innerforce ALC before, so switching to the Mizutani, I really felt like it flew a lot more.
