I'm a chopper in 8th grade.
My results are top 16 in my prefecture.
My equipment is:
R (blade): Acoustic Carbon
F (forehand): Hurricane Pro 3 Turbo Blue, max thickness
B (backhand): also Turbo Orange, max thickness
Let me sum it up simply.
With a light swing, you just get a straight, spinless ball.
But when you let the ball sink into the sponge, you get a really heavy ball.
So it's definitely for people with power.
And it's heavy! After being trimmed for the blade, it weighs close to 65-69 grams. Because it's heavy, you tend to swing late, which actually makes your blocks feel like a wall.
Since the ball comes off the rubber quite fast, flicks and similar shots come out more as a punch than as a spin shot.
It's really easy to lift backspin balls with this. Loop drives also have more than enough spin to put pressure on your opponent.
It even arcs well against topspin! Compared to G1, the Turbo Blue clearly arcs more and produces a heavier ball.
Chopping just bites, period! Against speed drives you can produce a knuckle chop, but the downside is that it's easily affected by the opponent's spin, so for loop drives and the like I felt I had to add my own cut on top of that.
I think it's especially good for attack-oriented choppers, players who like tricky spin, and blockers.

Used on the forehand side of a Zhang Jike ALC. Simply put, it's insanely hard, like a steel plate lol. When you brush the ball, it puts a ton of spin on it. One thing to note (from my perspective) is that it's kind of tough if you can't do the tacky stroke. The spin is just godly. So I recommend it!

Comparing this to Orange Sponge (O = Orange, B = Blue)
→ For reference, my setup is
R (blade): Acoustic Carbon
F (forehand): Blue Sponge, max thickness
B (backhand): Orange Sponge, max thickness
What's it like?
O: close to a tacky-tension hybrid
B: a full-on hardcore Chinese rubber
Weight
O: about 40-45g
B: about 57-62g
O bounces more on soft hits, B bounces more on hard hits
Arc
O: fairly flat
B: slightly more arc
Short game
Stops are about the same
Forehand flicks are just right
Chiquita is easier with O, but B feels heavier if you put in a strong impact
*If your impact isn't strong enough, it can hurt your wrist
Feel
O: feels pretty soft for 45 degrees
B: 50 degrees is, as expected, way too hard
Sound
O: crack (lol)
B: bang (lol)
Spin
B has more total spin, but O is easier to generate spin with
Counter
This one depends on the player
Recommended blades
Ma Long Carbon series, Viscaria, Acoustic Carbon

Summary
O is easier to handle against light balls (soft balls etc.), while B is easier to handle against strong balls (fast balls etc.)

You might think this rubber looks hard to use because it's hard and heavy, but that's not the case at all — it's simply a godly rubber.
People who say they can't use it are trying to force the ball to sink into the sponge and saying it's unstable, but Chinese rubber is originally meant to be used by letting the hard sponge launch the ball while the sheet brushes it for spin.
If you play using just the sheet like that, it puts more spin on the ball than any other Hurricane rubber.
So personally, I think there's not much point using tacky rubber on a blade under 190g.
The heavier the tacky rubber, the more speed you get and the easier it becomes to use. And you get used to it the more you play, so even someone as skinny as me, which everyone calls me, was able to make it work.
Summary
It's not as hard a rubber as other reviews make it sound — with a proper stroke and some practice, even intermediate players can use it. Of course it's better to have power, but you can still get the signature nasty spin of tacky rubber. It's too hard to fly with a weak touch, so your drives go further than with the NEO3, and your short game and serves cut so sharply that opponents make mistakes on their own.
Use the Hurricane Turbo Blue and master that nasty spin and crazy rotation.All Speed Spin Control Hardness Hard

Wo... wow! This is really Hurricane, alright. Sound: great. Feel: great. Spin: no complaints. Speed: well, it's tacky, so that's just how it is.
Forehand strokes: tough even for intermediate players ("intermediate" meaning someone who can do basic strokes to some degree)
Backhand strokes: basically impossible for intermediate players ("you can try, but no guarantees, I don't think you'll win. If you're confident, give it a shot")
Forehand drive: the arc is amazing, an intermediate player who can feel the spin and chain drives together can use it
Backhand drive: hard to hit, better to put it on your forehand
Push: since it's tacky, it's easy to keep low. Doesn't pop up like tension rubber
Stop: you can keep it lower and shorter than with tension rubber
Serve: cuts sharply no matter what serve you use ("might be tough starting from 7th grade")
Chiquita: feels good if you just brush the ball
Flick: better to put spin on it ("if you just tap it, it's slow and easy for the opponent to attack")
And so on — whether you're a beginner or intermediate player, if you want to get closer to the Chinese national team style, it might be worth sticking with this one for a while
If you don't swing properly the ball won't go in, so it might be good if you want to build up your fundamentals ("it's heavy lol")All Speed Spin Control Hardness Hard

It's really hard.
But it's fast enough that it worked fine even with a non-carbon blade.
That said, I think it's tough if you can't do the tacky stroke.
