For the average hobbyist level, I think this rubber is more suited to college students and working adults who already have some physical strength built up, rather than middle or high schoolers.
First, about serve and receive — it's a fairly bouncy rubber, but since it's a Chinese rubber, it's really easy to play a non-bouncy, controlled style. Stops in particular come out low and with a lot of bite. You can feel like Ma Long.
As for drives, unlike today's spin-oriented tension rubbers, if you hit it casually you just get a casual ball back. Instead, if you use your lower body and core properly and swing fully, you get some nasty shots. How nasty? Nasty enough that when your opponent blocks it, so much of your drive's spin transfer remains on the ball that you end up missing off your own opponent's return.
Blocks and counters are easy to do normally since it's a hard rubber.
The downsides are that it's hard and heavy, and that it only comes in max thickness. Players who lack strength will find racket control difficult on things like quick direction changes, so be careful.
As for the blade to pair it with, I think a thin, flexible all-wood blade would be good. Rather than sinking the ball deep into the sponge, this rubber shows its power more with a thinner contact, so I think it's best to choose a blade suited to that kind of stroke.

Drives get so much spin that they come down again after clearing the net. But since the rubber is hard, if you're a drive player who sinks the ball into the sponge, the ball tends to sail long and it's not stable.
Serves get a lot of spin too. Short serves are easy to produce.
The short game is easy to play as well. You can go for hard shots over the table, and pushes get a ton of spin too, which I thought was great.
Counters and blocks were stable too. It's a lightly tacky rubber, so I never had an issue with the ball not flying.
Lastly, the rubber itself is really good. That said, I think it's a rubber that's hard to handle for beginners and intermediate players. But once you get used to it, it might not matter even for beginners.All Speed Spin Control Hardness Hard

When I hit a full-power drive, I was surprised that the blade ends up ahead of the ball. The drives just have such heavy ball quality. Flicks on receive go in easily too. Blocks also don't bounce too much — I really like this rubber

This time I paired it with a Ma Long 5, but I think it would work with any all-wood blade.
With a carbon blade, I think it would be difficult unless it's an inner-carbon blade, or you swing really fast and can always maintain a strong impact.
I tried putting it on a Viscaria once, but I didn't have the skill for it.
So let's move on to the rubber review.
In terms of spin, it's a bit less than the normal Hurricane, but it's about the same or more than the spin-oriented tension rubbers out these days.
The drive has that characteristic surging feel unique to tacky rubber — the speed is moderate, but the shots have real power.
However, if you mishit even slightly, or hit it lightly, the ball comes out as a knuckleball, and it's also hard to play away from the table.
Even though it's called "Neo," it still has a strong tacky-rubber feel, so people moving over from tension rubber might feel a bit thrown off, but I really want people to experience the power of this rubber at least once.All Speed Spin Control Hardness Hard

This is truly an amazing rubber. The speed is close to tension rubber, yet the spin is the same amount as a strong tacky rubber! It's perfect. Personally, I don't see any downsides — if I had to name one, it's that it picks up the opponent's spin easily. But since it has such high spin-reversal ability, that's not really a downside at the intermediate level. It's got great consistency too! In topspin rallies, you'll never lose — you stay consistent while your opponent has to hit powerful shots back. It's also nice to put a fast tension rubber or spin-oriented tension rubber on the backhand and use this on the forehand to create a difference in spin amount. Tacky-tension users, tension users, tacky users — everyone will be impressed by this rubber! Please give it a try!

Tension users who want to try tacky rubber should give this one a shot
Despite being a tacky rubber, it flies well, and despite that, it still spins properly — pretty close to the ideal rubber.
