I bought this because I wanted to try a tacky rubber!
First, about the performance - compared to the Hurricane 2
series, it has less tackiness, so I think it's easy to use for beginners! Also, tacky rubbers usually lose speed, but the Hurricane NEO3 still has decent speed!
Pairs great with the Zhang Jike ALC, Viscaria, or Hurricane Long5! (I use it because I'm a fan of Zhang JikeAll Speed Spin Control Hardness Hard

This was my first time using a tacky rubber. It was way tackier than I expected — if you press a ball onto the rubber, it just stays stuck there even upside down. On top of that, it has basically no bounce at all, a completely different animal from tension rubber. If you hit it with a tension-rubber feel, the ball doesn't fly and just catches the net. For now, I can't recommend it as a transition from tension rubber.

Forehand: Hurricane NEO3 (max thickness)
Backhand: V15 Extra (max thickness)
People online often say it's hard, but thanks to the idatei treatment it felt about 5 degrees softer to me. On light hits it has basically zero bounce, lol
But once I started driving from mid-distance or away from the table, it flew enough to go long.
When you hit it firmly it grips and spins, but hit it lightly and it comes out like a knuckle ball, so you can vary it manually.

It was 49.5g at max thickness.
It's light for a Chinese rubber and still gives you that classic tacky-rubber ball, so
if you've been wanting to try Hurricane at least once, I think this lets you experience both its good and bad points.
It's easy to handle, but compared to tension rubber it's a completely different animal.I paired it with a bouncy outer-carbon blade, but even so, forehand hits barely bounce at all — enough that people can tell it's Hurricane just from that, lol

Unlike Hurricane Turbo Blue and Turbo Orange, this feels like the quintessential Chinese rubber. This is really what comes to mind when you say "Hurricane." It's a hard rubber, but it's had the "idatei" pre-treatment applied, so it's a bit softer. It has a lot of the quirks typical of Chinese rubbers, but I found it surprisingly soft and easy to use.
Drives naturally get a ton of spin. Even a player with somewhat weak impact should still be able to get a decent amount of spin. Speed, as you'd expect, doesn't match a tension rubber, but it does have a minimum baseline of speed, and the harder you swing, the faster it gets — that's the part that really tests a player's skill. And above all, since it doesn't fly much, the short game is really easy. With a push, the ball goes in even if you push it a bit, and if you make firm contact you can put a lot of cut on it.
I can also recommend it for choppers. I'm actually a chopper myself, and I got a real sense of reassurance from slow chops that just dropped onto my opponent's side of the table.
I think it's a rubber that works from beginners to advanced players, so drop your preconceptions and please give it a try!All Speed Spin Control Hardness Little hard

I used to have Dignics 09c on, and switching to Hurricane NEO3 made things so much easier to use — the backhand is stable and I can put a real arc on my forehand shots too!!
Compared to Dignics 09c, it's also really easy to put spin on, so I think it's a rubber I can really recommend!!
Compared to Dignics 09c, I've become able to hit both forehand and backhand drives more consistently. My serves also spin so much that opponents' returns pop up!! Forehand flicks, pushes, and stops have also gotten easier!!All Speed Spin Control Hardness Little hard

Because it's a tacky rubber, receiving serves is hard. I think it's difficult unless you don't just make contact but also brush slightly over the ball to add spin. It's top-notch for topspin rallies and for lifting backspin balls. If you don't pair it with a blade that flies well, it really doesn't fly at all lol
