It's softer than I expected. I think it's harder than other tension rubbers, but personally I didn't find it all that hard.
Spin... goes without saying
Speed... if you generate spin and actually drive through the ball properly, you get speed. Naturally though, tension rubbers give you more speed than this.Control... easy to push. Stops also hold well.

I bought this for my son, so the only things I tested myself were chopping and pushing — everything else is my impression from playing against it.
[My own hitting impressions]
Weight: Don't notice it at all
Push: Easy to control, cuts well
Chop: Doesn't have the hardness you'd expect from a tacky rubber, if anything it felt soft. In terms of the feel on the ball, it's basically the same as, or extremely close to, Tenergy 05FX, yet the ball doesn't go long. The spin goes without saying.[Impressions from playing against it (I use G1)]
Serve (receive): Plenty of spin. Noticeably stronger than Hurricane 2. It gets knocked off the moment you touch it lightly with your racket.
Topspin rallies: The ball would wobble, and just as I thought it had landed, the trajectory would change and it was hard to return. As for spin, I kept overshooting my backhand blocks (lol)

Pen drive man (Experience: ６〜１０ years) Not suited for Japanese penhold

I hit with both Provincial Hurricane NEO3 blue sponge and Regular Hurricane NEO3 (DHS) for about 2 months each.
My conclusion is basically the title. The forehand roars with power and is a lot of fun, but it's hard to use for short blocks, so it doesn't suit Japanese penhold.
Serves, drives, and counters are on another level. It pairs well with a single-ply hinoki blade, and the tricky, wildly-spinning balls become a big weapon.
Surprisingly, once you get the knack, forehand meet-hitting is actually easy to do. If you open the racket face and hit with the image of putting sidespin-ish topspin on it, the ball settles onto the table nicely. It doesn't have much power this way, but you can also force a fast ball through with raw strength.
On the other hand, short blocking was the real challenge. Just blocking flatly and the ball goes straight into the net.
To get it in consistently, it helps to hold the racket perpendicular to the table or angled slightly up, and return the ball with a knuckle-ish push, like pushing it out diagonally upward. (Your practice partners will hate you for it.)
However, when your opponent hits a drive at you and you use the same technique, it will definitely go long, so you end up having to close the racket face drastically. That gap is really nasty — with a shakehand grip, a swing where you "spin it back" would probably stabilize any ball, but with Japanese penhold that wasn't possible.All Speed Spin Control Hardness Hard

This is my review after 5 months of using this rubber
First off, even light forehand hits make this crackling sound, but the feel isn't that different from V15
When I hit drives trying to catch the ball thin, it flies off with insane spin and speed, and it has a strong quirk where the ball dips and pops unpredictably
Stop shots — if you use the tension-rubber way of doing it, the ball won't even reach the net, it stops that much, so maybe pushing it a little more is the way to go?
Against backspin — you can probably already guess, it's insane
Smash — this is on me and my power, but the ball keeps coming back forever, it was demoralizing
Serves get plenty of spin, but at first the ball tends to float up, well, just power through it with willpower
Lastly, the reason I picked this rubber is that it's just full of romance — first, the name Hurricane, the kanji looks way too cool, and don't you think it'd be cool to master a rubber with a reputation for being hard to use? When I used Hurricane in a junior high tournament, my opponent got totally intimidated (I still lost though)
If you're curious, I want you to try it at least once, it's cheaper than Tenergy so I think it's worth a shotAll Speed Spin Control Hardness Hard

I'm using Provincial Hurricane blue sponge, thickness 2.15mm, hardness 41.
It's pretty rock hard lol
Obviously the ball flies flatter than with tension rubber. That said, it's not like you can't get speed. Smashes and speed drives generate a good amount of speed. That's probably partly thanks to the pre-tensioned treatment too. There's a knack to getting real spin out of it — if you swing the same way you would with tension rubber, you won't get much spin.
The short game and chops are easy to do. For pushes and stops, just making contact puts a good amount of spin on the ball, so opponents sometimes just miss on their own. It's a demanding rubber, but it wasn't as hard to handle as the rumors suggested. I think everyone should try it at least once.All Speed Spin Control Hardness Hard

This is the rubber I've been using forever. After opening it, I let it sit exposed to air for about 3 days. I don't put glue on the rubber itself, to preserve the effect of the "idatei" pre-treatment agent. And the compatibility with an outer ALC blade is insane!!! Deep balls, and top-tier spin, speed, and control all at once. Oh, and the DHS version is overwhelmingly better.
First, from a speed standpoint.
I have pretty good muscle strength, so my speed and spin on a full swing are monster-level. If you don't have much strength, I'd recommend swinging slightly upward and putting force in right at impact.
Next, on the spin side.
The spin is just godly. That's it. Seriously... lol
Even on a full swing it grips the ball perfectly and produces amazing shots, and even swinging a bit upward it still grabs the ball completely.
Next, on control.
At first I wasn't exactly finding it super easy to control either. But because the ball goes deep and the arc is so pronounced, it settles onto the table on its own. Once you get used to it, you can control it just fine.
To sum up: even without much muscle strength, if you put force in right at impact, the spin, speed, and arc are all amazing. Please give it a try. ＿|￣|○All Speed Spin Control Hardness Hard

This is the best tacky rubber I've used so far. If you have a fast swing, you can generate plenty of spin, and it's great. My opponents have told me my shots have real power.
