Needless to say, this is the monster rubber that conquered the world (though the sponge is different from the pro version).
I admired it too and gave it a shot, but I gave up. With that in mind, here's my review.
First, tacky rubbers have an image of generating spin, but the accurate way to put it is: it's a rubber that lets someone who can handle it generate tremendous spin. Not everyone can immediately put insane spin on the ball. And the nasty spin and variation on drives — where you open the racket face, sink the ball in, and brush it — won't come out unless you've properly mastered that tacky-hitting technique; otherwise it just turns into a dead, spinless ball.
The short game and countering are very easy, thanks to how hard the rubber is.
As for why I gave up: if you hit every single ball at full power, you can definitely produce shots that surpass Tenergy, but for a rally-style player like me, you need to hit in quick succession, and I judged that I didn't have the stamina or muscle strength to keep that up. There's also the downside that shots you're forced to scramble to hit, like balls to the middle, almost always end up as dead, spinless balls. It's also weak against humidity.
Given all that, I think if someone who can actually use it uses it, it's a one-of-a-kind, top-tier rubber, but unlike Tenergy, it doesn't generate spin automatically, so it's a genuinely difficult rubber that never lets you take it easy. All Speed Spin Control Hardness Hard

I'm using the provincial-team Blue Sponge, 40 degrees.
A pure tacky rubber like Hurricane is a rubber that lets you generate insane amounts of spin — it's not a rubber that makes spin easy to generate. That's why some people say it's only for top-level advanced players.
But as you get better at table tennis, there's no rubber that gives you more peace of mind than this one.
The overwhelming advantage against backspin, the raw amount of spin on consecutive drives, a sheet so grippy you'd swear it never mishits on a counter...
It's a rubber with real character, and once you try it, I think you'll be surprised at how strong the sheet is.All Speed Spin Control Hardness Hard

Compared to the Hurricane Turbo series,
this one feels more like a typical Chinese rubber, and if you hit it
the way you would a normal rubber, you won't get good shots at all.
I think the trick is to catch the top of the ball.
Once you do that, you get lots of the classic
high-spin Hurricane drives and quirky balls
that sink or hop unpredictably. All Speed Spin Control Hardness Little hard

When you manage to get a solid impact on the ball, the amount of spin is on a completely different level compared to tension rubbers. The sheet grips the ball amazingly well, so the short game and serves are also easy.
However, it's quite hard, so it's difficult to produce a powerful ball. If a beginner or intermediate player uses it just because they admire Chinese players, they'll end up with nothing but dead, spinless balls, so be careful. All Speed Spin Control Hardness Hard

I used the National Hurricane 3 Orange Sponge, and first off, the sheet quality is much better than a normal Hurricane. I used the 40-degree version, and for brushing-type techniques where you lightly graze the ball, it's harder for the ball to sink in compared to the Blue Sponge, so this one grips the ball far more in that regard. Conversely, for drive-type techniques where you sink the ball in and hit through it, the Blue Sponge sinks in more, so the spin speed drops a bit, but it still gets plenty of spin.

This will be my third year using this rubber. It's a rubber where the tacky sheet makes the ball do a lot of natural variation. Even when I think I'm hitting normally, the ball naturally changes and carries, drops, or sinks on the opponent's side. It doesn't bounce much, so I'd also recommend it for the backhand side of a Chinese penhold blade. It might take getting used to, but I don't know anyone around me using Hurricane on the backhand of a Chinese penhold blade, lol. If you want to produce shots different from everyone else, and you want to fight by varying the amount of spin, I think this rubber suits that.
As for downsides: if you leave a TSP tacky-protection sheet on for more than a day, the tackiness gets stronger and the feel of the ball changes, and the smell is also quite distinctive. All Speed Spin Control Hardness Hard

Used on forehand
Didn't feel all that heavy
Puts a ridiculous amount of spin on the ball, and while it's not quite tension-level, you can still get it to fly.
This was my first time using a tacky rubber and playing table tennis with it was fun.
There seems to be variation between individual sheets, so it's a good idea to get a TSP protective sheet
