It's not like it's slow — if you hit the sweet spot properly, it does put out decent speed.

Thanks to the neo sponge, this feels softer than previous Hurricane rubbers. It has plenty of bounce even from mid-to-far from the table, feels almost as good as a tension rubber, and you'll probably get more spin out of it than a tension rubber.
Paired with a Zhou Yu 1 blade, brushing on the hard top ply gives you a great loop drive, and opening the racket face for a flatter brush shot gives you a nice, fast speed drive.
Spin on serves is excellent too, though those who've used Pro 3 or similar might feel it's a bit less.Downsides

This is my go-to, Neo 3.
As a plus, for a tacky rubber it bounces well, feels soft, and is light — it's just full of upsides.
Honestly, it makes me question people who use Tenergy.
Well, I guess it depends on the person, so that's fine too.
The bounce is on par with tension rubber, and since the pips are spaced wider apart, the feel is on the softer side too — Tenergy is actually heavier than this.
And on top of that, since it already comes with glue applied (that built-in speed-glue effect), you even save some money.
So really, it's all upside.
People without much arm strength will probably shy away from it, but if you've got the strength, definitely give it a try.All Speed Spin Control Hardness Little hard

I decided to try this after seeing so many of Japan's top players switch to a tacky rubber on their forehand. I'd heard tacky rubbers don't fly much, and yeah, they really don't. But when you brush upward through the ball, it takes off with this unique arc and speed. Since it doesn't fly on its own, pushes are easy to control. It's a pretty hard rubber, but it's easy to brush, so once you get used to the swing, I actually think it works surprisingly well on the backhand too.

Why (Experience: １１〜２０ years) Tacky rubber at its best, this is the one

I switched from the DHS version to the Nittaku version.
Both are rated 39 degrees, but the Nittaku version clearly has a softer sponge, making it easier to loop up pushes with a drive. Both have excellent grip on the ball. The arc is insane.
That said, counters and smashes are harder than with the DHS version. In every other respect, the Nittaku version is far more consistent.
If you're using tension rubber and your short game and receives are all over the place, I really recommend trying this. If you've got arm strength, you can even use it away from the table. Forehand Boom Boom (Experience: ６〜１０ years)

I used this on my forehand.
Thanks to the rubber's natural rebound, it carries farther than any tacky rubber I've used before, so you can hit strong drives even from away from the table. That said, even though it has rebound, it still doesn't bounce as much as a tension rubber, so instead of opening the racket face and flicking, you get more speed if you pull the ball in close and brush upward through it.
Building points from the short game is easy with this. My own pattern is to chop deep to the forehand and then counter-hit my opponent's drive, and this counter goes in like crazy! Honestly, I've never seen a rubber where the counter lands this consistently.
That said, it's really hard to handle, so I can't really recommend it to someone new to tacky rubbers.All Speed Spin Control Hardness Hard

I'm in 8th grade and compete at the prefectural tournament level. As for the review, even once the built-in speed-glue effect fades, it's not like the speed disappears. Strength training is basically a must, but even a connecting drive, if you brush it properly, is enough to sail right over a block. It also works fine with special (composite) blades and it's cheap, so I'd recommend it to anyone who's found tension rubbers that fly on their own hard to control.
