The spin performance is honestly top-notch, no question!
Thanks to the built-in speed-glue effect, it's easier to handle than the normal Hurricane. The hardness barely feels like 42.5 at all.
Drives go into your opponent's court with a high arc, and the ball quality is really nasty — it sinks and skids in unpredictable ways.
Serves and receives both bite really well too.
I think this suits the forehand well for Japanese players.
That said, if you don't have much power, the ball quality won't be as good.
It could work on the backhand too, but since you have to brush the ball every single time, it's not easy to master. Because of that, I'd recommend a blade with an outer ALC ply, Hurricane on the forehand and a tension rubber on the backhand. For someone who can swing hard and fast like Ma Long, I think an inner-ZLC blade with Hurricane on both sides would be fine too.Summary
If you've got the physicality and technique, Hurricane is absolutely brutal.
But without much physicality or technique, it just turns into an unruly handful. Online shops carry hardness ratings from 39 to 42, so pick the one that matches your level.

My first impression when I hit with this was that, being a tacky rubber, every technique feels easy to pull off. Pushes, serves, receives, and even drives all have excellent consistency,
and even from an awkward position, you can still drive the ball hard and sharp into your opponent's court.
If you want to become a tacky-rubber user, this is worth trying at least once.All Speed Spin Control Hardness Hard

I bought this at Kokusai Takkyu (International Table Tennis shop).
I paired it with an Innerforce Layer ALC blade, and yeah, being a tacky rubber, the spin is insane, but even though it's marketed as Japanese-made sponge, it was still pretty hard.
Maybe I'm just a beginner, but if you want the spin of a tacky rubber but are looking for something with more bounce, and you're a beginner or someone switching over from tension rubber, I think something like Shouryuu would be a better fit.
From WRM, there's one called MAZE (I think that was the name) that's really good, so definitely check that out too.
That said, if you're an advanced player, I think you can really bring out this rubber's strength.All Speed Spin Control Hardness Little hard

Used on my forehand.
Hurricane Neo 3 grips the ball well, so the short game is really easy to play, and pushes, stops, and serves all have excellent bite! Also, people say it's "easily affected by incoming spin," but if your form is solid, that's really not an issue.
It also has more speed than the older Hurricane rubbers, so you can handle balls even away from the table. Unlike the classic Hurricane, this one is easier to handle.
That said, since the tackiness is lower than before, the raw amount of spin is also lower. Because of that, you don't get as much of that signature Hurricane wobble effect. (If you've used the older Hurricane before, it's best not to assume this feels the same.)
Still, because the tackiness is moderate, it's easier to handle than something like Pro 3, so I'd recommend it to people trying tacky rubber for the first time, or to players without much strength.
That said, I do think players with a bigger build will still get a heavier, better ball out of it... (said quietly)All Speed Spin Control Hardness Hard

Like the title says, this is perfect for a power-hitting chopper.
Drive: brushing the ball gives you a drive loaded with spin. Even a flatter-style drive turns into a powerful one.
Push: loaded with spin so my opponents seemed to struggle hitting it, but it also means I get affected by incoming spin, which makes receiving tough.
Block: gets affected by spin, and being hard on top of that makes it even less stable.
Stop: stops incredibly well.
Chop: if your swing speed isn't fast, you get hit hard by the incoming spin and end up going long.All Speed Spin Control Hardness Hard

The speed and spin are seriously insane. It's a bit hard, but it works fine on both forehand and backhand. And with drives, every good thing about this rubber comes through!!!

It wasn't quite at the level of super hard, super low-bounce, super high-spin that I expected.
It's more like moderately hard, a bit low on bounce, and moderately spinny.
Of course it's hard compared to a tension rubber — in tension-rubber terms, it's about a German-scale 56–57 hardness.
Compared to tension rubbers, the top sheet is thicker with shorter, fatter pips, so it ends up harder than the sponge's own 52.5 rating would suggest.
As for tackiness, it's not the kind where the ball sticks to the rubber and gets lifted. After using a TSP tack sheet every day for about a month, it started holding the ball for maybe 2 seconds.
The bounce is less than a hard, spin-oriented tension rubber, but it bounced more than I expected.
I think this rubber is a good recommendation for people using a spin-focused, low-bounce tension rubber who want to drop the bounce a bit more and add a bit more spin, or for people using a rock-hard tacky rubber who want a bit more bounce in exchange for less spin.
